About the Carp Road Landfill Community Liaison Committee (CLCLC)

In December 2006, the Coalition of Citizen Groups Opposed to the Expansion of the Carp Rd. Landfill as well as 13 individual applicants requested a leave to appeal an approval notice issued by the Ministry of the Environment (MOE) for air emissions at the Carp Rd. Landfill.  In February 2007, the Ontario Environmental Review Tribunal (OERT) granted the Coalition and the 9 remaining appellants the right to appeal the MOE’s approval on two grounds that were related to 1) odour and 2) benzene emissions at the Carp Rd. Landfill. A formal appeal on these grounds was filled at the OERT on March 9, 2007.

On September 27, 2007, a settlement agreement was signed by the Appellants, Waste Management (WM) and the MOE. Included in the settlement agreement is a provision to set up a Community Liaison Committee to deal with a number of specific issues that could not be addressed within the appeal process.   These include:

  • Ongoing follow-up on the 2007 Settlement Agreement provisions and actionable items that are part of Environmental Review Tribunal (ERT) Decision to accept this agreement.

  • Researching and making recommendations for a Community Compensation Plan to address issues including but not limited to odours, visual pollution, and the operation of a landfill gas to energy facility.

  • Developing and proposing a Property Value Protection Plan to WM 

  • Continuing follow-up on Groundwater Contamination Issues based on 2006 and future Annual reports

  • Determining, discussing and reporting to the community plans WM may have for future use of the facility and neighbourhood including Expansion Plans

  • Conducting a survey of local residences to determine impact on Community Image including a strategy to determine the affected community(ies)

  • Coordination public meeting(s) to report on results of air quality monitoring and gather feedback from the community

The Mission and Mandate of the CLCLC has several extremely important components including:

  • Serving as a KEY vehicle to follow up and to ensure that the obligations as set forth in the Settlement Agreement and approved by the Environmental Review Tribunal (ERT) on October 26, 2007 are being fulfilled;

  • Serving as a KEY vehicle to communicate with, and between, the community and Waste Management in an effective and timely manner on all matters pertaining to the WM Ottawa Landfill Facility; and,

  • Serving as the primary vehicle to communicate with, and provide information to, the media in respect of the activities of the CLCLC and the business that arises from the initiatives and actions of the CLCLC.

 

The first CLCLC meeting was held on December 20th, 2007.
